I think for the board to be artificially inflating the price to reach performance incentives is a huge stretch and highly highly unlikely.
The money they would need to invest to wipe lines and drive price up that much is astronomical and any board member buying shares need to be announced publicly.
Not only that but they would be risking their entire career and the companies credibility. There are serious legal ramifications if what your alleging is true. I highly highly doubt the risk out weighs the reward.
