Rofl why would they pay 2 mill to see if they want to develop a product. Obviously they saw the value, hence, the contract.
It may take some time for them to develop and sell the product driving the royalty payments but I am sure they are not gonna pay millions just to evaluate whether they want to come up with a product with our IP in it.
