Given a capital raising - with QHL in such a good position (undervalued) surely QHL would issue debt before equity to raise capital?? not sure how possible this is though? But my understanding is that when a company is undervalued you look toward debt, and when overvalued you use equity. If this is the case, shareholders will avoid dilution..
I guess it all depends on what sort of support the NSW govt is actually giving.
