This question was asked at the AGM. It is definitely on the agenda ie Delta and SMN going to the FAA as an alternative, but the decision was to wait out the testing. Admittedly this was the thinking at AGM time. I doubt it has changed in the meantime despite what is happening.
The problem with an AMOC is that it only applies to the operator applying to the FAA. All other operators would need to submit as well for their AMOC. An SB is industry wide ie all operators can comply with the Service Bulletin.
Actually if Boeing decide against and Delta is ultimately granted an AMOC Boeing is going to look pretty stupid. But that is not far off where Boeing is now - pretty stupid.
