Also could be someone putting up a 'wall'.

If someone wants to sell, they'd have to enter the bottom of the queue at 7.2 and that may seem a bit hopeless with 2 million in front of them. So they're forced to sell at a lower price (7.1) if they want their sell to go through quickly. It can be a way for someone to keep the price lower.

Or it could just be an indecisive seller.
