I think, it is not ASX nor is ASIC's job to decided solvency, it is the court. Until one day some debtors decided to apply for winding up of a company, there is nothing for either regulator to do. Then the court will decide on directors' responsibility why debts are not paid when due.
The regulator are only there to ensure all market sensitive information are disclosed in a timely manner, it is up to the market to judge.
Until such time a disgrunted debtor, if any, decided to call in the debt. Like the case of Goconnect Australia P/L which is in liquidation.
