We are talking about China , how often do they meet terms of agreements . 15m valuation for a medical device company doing around $1.5m revenue seems expensive to me. Plenty of growth is factored into the share price. The most you will get for this type of medical device company if sold would be 3 to 4 times revenue if that depending on growth.
