Back then they thought that was the best option. But I think management should have tried partnership with other major companies. This is what all the minor players do in the industry. Though they tried this back in 2007 and subsequently that contract fell down. It seems to me the management lack of strategic thinking. I still don't see how it can manage the fund to complete the last phase.
