I guess we'd have to assume that they are working on the "if you build it they will come" type principle in that someone has strongly hinted they would be interested if the data was presented in a complete way. Hard to believe they just decided to go down the data package path without some indication that was what someone wanted? I guess it is just a waiting game to see if any or all parties wait for the complete package to be boxed up or if one jumps in early.
