Well based on their past announcements, the nature of these agreements is they just wait for the customer to start using the app. Since there is no penalty for the customer if they don't use the app then the deals can go on and on with nothing happening. The deal might be dead, but unless GSW asks directly (which they have said they don't), then as far as GSW is concerned the deal is still alive.

At this point the only thing that matters is the cash coming in. Unfortunately this looks to be going backwards.
