Would you want to be responsible for 20k troops in the field breaking out in rashes because you didn't carry out due diligence. We have previously been fed numerous pipe dreams unfortunately which has now led to this current reconfiguration of the company giving us a more realistic outlook for the future IMO.
They may not succeed with their direction. But being taken for a ride by both Management and investors as in the past has and continues to hurt numerous people.
I have faith in the current team, not necessarily to pull us out of the mire we now find ourselves in but to manage today and give us some hope for the future as under the previous management, i am surprised we haven't already gone into VA.

The company themselves have given many strong indications that 2018 was the year (including specifically in a phone conversation I had with them last year). Here's, for example, a statement from their December 2017 newsletter under Alexiflam FR for Military/Protective Applications:
Successful final results are possible as early as Q3 FY2018 for when initial procurement could start.
