The Thales decision is key.
In my neck of the woods the Government has just extended Thales's contract to run the Benalla and Mulwala munitions factories. I'm not sure if that impacts the brakes decision or not, but it has at least given certainty to them that might lead to confidence to decide on things that might have been on hold.
