It is my understanding that the RoW, enabling the transmission line to be built, will be resolved in due course. EWC has three slightly different options (between its power station and the Pagbilao substation) for where the transmission can go. This flexibility will enable them to decide which RoWs to pursue. There is no need to spend money now acquiring all RoWs, and build the transmission line, when the Pagbilao substation will only be operational by mid 2022. Construction of transmission line takes about 6-9months.
