Yes, but the only reason FBR has not received rebate from 2020 is simply because the R&D rebate reform, which might dramatically cut the rebate amount they may receive, I do believe the hold up in receiving last year's rebate is due to the tax reform has not yet settle and locked in.
It's like a patient is waiting for his blood transfusion on his last breath, while the doctors in charge are still arguing whether to give him 300ml or 1000ml...
