IMO the problem is not with the management but with the commitment of the investigators at the original site. Basically they chose the wrong hospital, so the best thing to do is organise other recruitment sites, which is what they have decided to do. That will probably increase costs though, but hopefully they will get lucky and find someone who knows how to get the study done.
