    I suggest give the potential enrollees an inducement, say $10,000 each cash, or even $20k. In the scheme of things that's should be easily affordable given the years and $$ in developing the technology and the financial rewards if successful. This is not the time to penny pinch. Give them a compelling inducement. NOW
