Biden has been reviewing its lucrative arm sales to ME countries including UAE.

UAE has been buying weapons from Europe in light of the Congress's arm sale block to UAE due to Yemen war.
Oil is up so the ME countries could buy more weapons.
I expect the $120m sale to be proceeded around mid 2021 when the government passes legislation to NATO.
Raise baby raise.
