well you could still see parties interested in the placement at 1.3c if they saw value at that price (given how illiquid this stock is, they would find it very hard to buy on market any significant holding).
For retail shareholders, it makes no difference (well the brokerage), but certainly if the market price fell below 1.3c, it would be hard to do the placement
have not looked into the weeds of the proposal, but I do note that grant thornton indicated the value of shares would be worth 2-2.7c for what its worth (I mean perhaps the value of what they have on the books at this point in time, but they must have made a lot of assumptions on collections etc)
