However, you cannot withdraw this as cash so those 'funds' can be better described as credit than money. If I wanted to liquidate my items I would choose to sell to a third party unrelated to Valve, who would exchange my items for real money. I have done this repeatedly in the past so I can personally confirm that what you're saying is ridiculous.
