The nature of the revenue generation is taking a cut from the billable hours. Using round numbers, If they do $600k in billable hours, assume that is something like 6000 hours at ~$100/hr. As they take a cut of $3??/ hr the actual revenue generated by these hours is 6000 hrs*$3=$18,000 .
Same as a travel company doesn't report the value of all bookings as revenue, only it's commission etc etc..
