I'm not sure the SPP would have helped due to the relatively low retail ownership. Top 20 would have got their fill from the CR and a number did not participate anyway .
Hard to say what's holding the SP back . I guess the prospect of needing more funds would be one. I personally think the market is waiting for a more accelerated uptake than what we have seen date.
