My understanding now is that it is in fact not an error: the larger figure represents the financial accounting for JobKeeper; the smaller figure represents only the Jobkeeper cash received by end of Dec 2020.
Why they didn't simply match them up escapes me.
More some arcane accounting convention, I suspect, rather than anything insidious.
