You haven't the faintest idea why those actions were made, because the debacle with HD destroyed the natural chain of events that were meant to see Domenico Giuliano eventually elevated to CIO, followed by Vihari as the next in line.

The cataclysm from HD's foolishness meant they needed to get massive industry brands in quickly to stabilize the ship and appease research houses.
