As far as I’m aware the only country aiming for herd immunity is Israel. The reason for this is that with the vaccines only about 65-80% effective, the proportion of the population we need to vaccinate to achieve herd immunity is extremely high and is unachievable in most countries. Even Israel, who are going for herd immunity with near-complete vaccination of their population, are concerned that the small sub-sets of the community who resist vaccination will be enough to prevent herd immunity from occurring.
