    Do you happen to recall where that 11% comes from? It looked like the restricted rate of utilization rule was "the rate at which the contributing unit of the business would have been able to use these losses", i.e. kind of a fixed absolute rate. So if for example that business unit bringing the $156M tax asset usually made $50M/yr profit, we'd be able to use exactly 30%*$50M=$15M/yr of those losses no matter what, rather than a scaling 11% reduction in taxes (30%->~27%) that could mean a maximum of $1.1M tax cancelled that year if we only paid $10M in tax that year, or $156M cancelled all at once if we made a $1.42B profit. (side note, I think that profit number is veeeery broadly in the right order of magnitude for profits from the producing gold mine from Alacer obtained/sold by MLX in the 2010s, but I'd never even heard of Alacer until today)

    That's just my intuitive take on what I seemed to be reading in chapter 8 of the link, no idea if that's actually the situation their restricted rate tax asset is in or not - sounds like there is probably an entirely separate set of rules somewhere explaining the way MLX can use their asset.

    Anyway, if your memory is right, I would assume that at 27% tax it would start to at least be *viable* to distribute cash via dividends, if immediate growth doesn't look appealing enough and the buyback lacks sufficient ability to scale. Especially if the rate of use is so slow that it's effectively a permanent benefit, meaning there's never going to be a future time where we're paying 30% tax and can suddenly distribute the entire cash position fully franked that makes it worth sitting on the cash a bit longer to distribute the same dollars more efficiently (like right now while we wait to go from 0% franked to probably 89-100% franked).
