    Hi Madamswer, the CEO actually spoke to this issue (in a round about way) in todays conference call. The company had engaged external consultants to devise studies that analysed consumer parking compliance behaviour as part of their efforts to lobby Govt on Parking Regulations in the UK. A surprising consideration of the study found that the lower the cost of the infringement notice (or more appropriately, the compensation requested for the breach of contract) the higher the likely offense rate. He spoke to this in relation to authorities outside of London wanting to increase the price of tickets issued for a parking offence.

    Without seeing the study, I can only assume that a lower infringement notice translates to a greater risk appetite by the consumer. If parking fines were to increase then you can assume there will be a direct correlation with an increase in parking compliance. Furthermore, infringements is by no means a new notion to society. Many Councils and State Govts continue to see cost recovery through penalty notice offenses. There will always be persons out there willing to run the risk of not conforming. The more the merrier for shareholder of SPZ IMO .
