my suspicion for Phoenix license revoke, are that. perhaps some high ranking officials is involve in some form of corruption to feed his/her gambling addiction. The Casino resort might have breach their foreigner only admission rule by allowing these high ranking official to gamble at their venue..
the casino is in a precarious situation, if they refused entry to high ranking official. The official pull some connection and shut them down. If they admit the official and words get around. They get shut down. They're damn if they do and damn if they don't.
