This is the same snag but with different flavour. The owner of the phoenix in cohorts with local govt to takeover the operations.
Silver Hertiage would not give up their profits and they lost it all to the local govt.
It will be truly phoenix hotel when the casino operations come under a new licensee in vietnams hands.
