I like this organisations business model.
But, I think the issue with this organisation is that you simply can't trust its management. It's the typical agency problem. This organisations structure is so convoluted, to what end? What's stopping the organisation from using transfer pricing (COGs have gone up substantially), to move money out or through of the company should it become reasonably profitable.
