I haven't looked at WLE in any detail but at a glance PE would be a meaningless way to access its value.
Its value is better defined by NTA as its holding marketable securities. The E in the PE is also highly subject to swings in realised or unrealised gains on those securities
Going back to SNL the other way i think value can be considered is on dividend yield. If you can buy on a 2.5 to 3% yield with the fair assumption that the dividend will rise as the earnings continue to rise its seems like a reasonable buy when compared to a risk free rate of return sitting around 5%.
