Ah, I didn't get down to that recurring v non-recurring breakdown. That does make the 2H figures look better, although as you say still a little lower than expected.
ARR at the end of 2018 was $4.6M, implying a base line of $2.3M for the half, but despite rising to $5.6M by 30 June there was still only $1.9M of recurring revenue during the 2nd half, and that's including a rise in "revenue in advance".
