There are two possible reasons for this:
1 - the hoped for one is that the recipients have achieved what we want but cannot announce it yet, or
2 - the failure position (common to a lot of failure companies, particularly little miners) that 'we better take what we can get now because it won't be round much longer'
We all hope for the first AND my shares are are being retained!!
