I believe they had an office in China, Shanghai? The office is really of no use at present, so an easy way to cut costs. I imagine the regulatory approvals to operate in China are still in place.
When/if Digital Wines does start running in China they may not even need a front office, or can reopen one when needed.
This is my own personal thinking.
