It is to do with dilution of exposure, tax deduction and a bit of speculation. If one had a million shares at 56 cents a share and bought an additional 7 million shares at say 7 cents a share, his or her exposure per share is reduced from 56 to about 13 cents a share. If one adds the tax deduction due to SP loss, the exposure per share is even less. He/she is able to recover all her losses by a small increase in SP. It is a risk some are willing to make but additional share volumes purchased have to be much much more than original purchased volumes. Pure speculation and risk taking.
