The auditors are waiting for the refinance so as not to have to qualify the accounts.
The incoming financers are waiting to see an unqualified audit.
Besides which, a $57m loan from a South African bank has suddenly appeared out of nowhere. It can't be material, because TER hasn't mentioned it.
