Agree with you veecat - I also feel it shows good customer service relationship to keep head count up even if it was more than budgeted , as they were able to maintain good service to customers while they integrated the bolt on.
that extra cost of labour is like an annuity for the future as customers will be ratained and customers will also by word of mouth bring more customers to DDR.
The reverse applies for a IT service provider I have who has failed to maintain their cloud based software and I am going to leave them for someone else!
