Information has been sketchy, generating speculation. As a possible scenario, would it be in the interests of the refinery (PMC), once the process has been proven, to "go slow" and hoard their feedstock until the 5 year access period is over and the nickel recovery plant becomes their property? The capital costs can then be paid out of nickel proceeds unless MFC want to face major legal costs in a foreign jurisdiction. I emphasise again this is sheer speculation based on insufficient information.
