You are reading that incorrectly. There is no $2m "cost blowout" This is largely made up of payments for completed work not being paid in FY21 due to delays in completing work in FY21. These payments will land this FY instead.
The announcement from the 23rd breaks things down more clearly. So the "blowout" is just $377,145 relating to the BLM project only. "The BLM project has incurred some permanent costs that are one-off and non-recurring in relation with COVID."
