The Corporations Act 2001 is a piece of Federal legislation that is regulated and enforced by ASIC. Breaches can incur fines; penalties; prosecutions.
The ASX has it's own set of listing and operating rules for listed companies.
Two seperate things.
Under the Corp Act (Sect.319) a public company is requred (by law - regardless of whether it has been suspended from trading on ASX) to lodge it's annual financial report within 4 months of end of financial year- not whenever it feels like it.
