Very simple solution: Call the company director.
If, the meaning as in official announcements is unclear, and that the debt package has not been approved, and the actual status of the actual debt package is not yet released info in the public domain, a director is compelled to tell you as such or in breach of corporation law.
Is debt approved? Yes or No. Either way you can hold them responsible.
