The deficiancy in the regulations he refers to is that there is effectively no proof required from the complainant to make the plaint, but the defendant has the onus of delivering the proof to the Mining Registrar who will make the judgment. It is wildly lopsided in that, unlike any other point of law, the plaint system can be used to speculatively target companies in order to test their defences, so to speak, and eventually turn up a victim that cannot defend themselves.
