I don't see why there's no reason that new JV agreement and aspects can't be finalised and altered between Cuban govt and AAU. This may sound weird but many less savvy people have great fears of changing/finalising contracts. It is great suspicion that some small, new thing will be deleterious to that party, beneficial to the proposer. Even in this day and age. One negative voice can cause halts.
