It is very common place to start buildings, factories, facilities, plants, decks etc before approvals. Even houses can be build in anticipation of getting approval.
It must be noted that without approval the plant/house, must not be operated/lived in etc.
If approval is not given, or after appeal is lost ,then the money is likely lost and the area must be returned to its original state.
Time is money and I imagine Anteo may very well have started building their pilot plant in anticipation of getting approval.
