I believe stated reasons are for commissioning of 30 tpd plant and to hire / purchase a nearby phosphate treatment plant if / when the phosphate assests ever get into production. Yes I believe the Andean shareholders shares are in escrow while these 100000000 (thats a lot of zeros) are indeed "ready to go".
And for the newly issued shares to make a profit they would have to be worth more than today, which is management's stated goal is it not? Share price appreciation?
