The borrowed money to purchase the shares is being loaned from the company itself, therefore, it doesn't cost the recipients anything.
The loan for these shares is interest free, and I believe the purchase price needs to be 30% above the VWAP.
It's to provide incentive.
For me it's similar to performance rights, except this is more future SP orientated.
