    The Board had plenty of opportunity to stop the ridiculous amount of spending on Mildura but didn't. The writing was on the wall quite early in the piece, they just needed to read about what was happening in Canada. So either they were unaware of what was happening in the industry (bad) or turned a blind eye to it (worse).
