its due to imminent award of new acland mining license. only one more approval left. this combined with high coal price momentum ongoing. WHC doesnt have any approvals imminent, its winchester south is further aways but still coming, likely in 2023 and vickery's a slow burn as its NSW and greenies are involved and may not come altogether.
