They must have a completed chip or chips because they have a working 4 gen product and they were showing and demonstrating it to potential customers at the CES.
Perhaps what they mean by "completed" is a final signed off version with the required specifications? Perhaps they are still playing around with what functionality will be included and what won't be. The fact that it was shown at the CES suggests they do a have a functional 4 gen product with the single chip. Unfortunately it appears to be another example of unclear communication from the company.
