Not a new policy as you point out. Was put in place when competition was much tighter and was part of the purchase plan. Its hard to imagine that it is an incentive for everyone but I guess it has two sides - it does introduce new shareholders who might want to add to their holding to make it worthwhile or it might be a small detractor in that they are not really interested and will flog them at any old price. I am fairly sure there are occasions when LT holders see that happen when a very small parcel brings the price down 5-10% for what appears to be no reason.
