All regulators in Aust and NZ have known what the casino companies have been doing for years. They deliberately let it go as they were essentially the biggest shareholder with their gaming tax revenue.
if a casino company did the right thing they were penalised as the customer would have migrated to other operators who played faster and looser. This is how poor regulation made the market what it is today.
to be fair it is the regulators who should be fired and the government ministers who oversaw gaming. Can't blame the market for operating like a market.
